Utah found gaps between school apps and their privacy promises
A privacy agreement tells a school what an app promises. It does not show what the app does. GovTech reports that 52% of 85 tested apps with standard agreements collected data those terms did not allow. The findings did not establish whether vendors broke privacy laws.

GovTech reports that Utah checked whether school apps handled data as their privacy agreements promised. Of 85 tested apps with standard agreements, 44, or 52%, collected at least one type of data the terms did not allow. It also found that 11 apps, or 13%, shared at least one piece of data with an outside party against their terms. The report also says 36% of tested apps shared data with groups tied to ads. Some gaps may reflect errors in the agreements or later changes to the apps. The findings did not establish whether vendors broke privacy laws. The investigation was published in August 2025; GovTech covered it in September 2026.
